Legislation related to the electronic signatures is under improvement in Azerbaijan, Elnar Asadov, Director of the Information and Computing Center of the Transport Ministry, Communications and High Technologies of Azerbaijan, said May 25, when speaking at a seminar on "Electronic identification and reliable services: current situation and prospects of development".

Asadov noted that, the law on the electronic signature of Azerbaijan complies with the EU Directive dated 1999.

"However, today the legislation on e-signature in the EU is being improved and the transition to the new legal regulation of eIDAS is being carried out. Therefore, Azerbaijan also needs to make changes to the legislation. This new legislation will allow us to mutually recognize e-signature certificates with European countries. The European Union provides a great support to us in this matter, and in the framework of the TAIEX program, the European experts have already launched the assessment of the current situation in Azerbaijan. And they will present us their recommendations in this area," Asadov said.

Asadov noted that, the Information and Computing Center is ready to technologically ensure mutual recognition of e-signature certificates with Turkey.

He said the relevant work has already been evaluated by the previously established joint working group, and which concluded that such recognition is technologically feasible.

"The mutual recognition of the e-signature at the interstate level is a priority for the ICC. Azerbaijan joined the UN Convention on the use of electronic communications in international contracts in March, 2018. This Convention will simplify the mutual recognition of e-signatures at the interstate level," Asadov said.

Earlier negotiations on mutual recognition of e-signature were also held with Iran, Qatar and Ukraine.
