Uzbekistan outlines plan for launching digital economy projects

The Uzbek government intends to significantly speed up the digitalization process in the country, as was said by President of Uzbekistan Shavkat Mirziyoyev during the meeting on the broad introduction of the digital economy and e-government, Trend reports citing Uzbek media.

"It is planned to implement 104 projects worth 1.3 trillion soum ($127.9 million) within the framework of e-government, 87 projects worth 5.3 trillion soum ($521.6 million) in the real sector of the economy, 35 projects worth 15.1 trillion soum ($1.4 billion) in telecommunications, 18 projects on IT-parks and 24 projects in the agricultural sector," the message said.

The Ministry of Information Technologies and Communications Development was tasked to classify databases of government agencies, connect them to the inter-agency integration platform.

Instructions were given on introduction of electronic medical records, systems of electronic hospital and emergency medical care in Tashkent by the end of this year, introduction of a unified register of social protection for keeping records of social benefits.

The State Tax Committee was instructed to transfer the objects of trade and service to work with online cash registers, to introduce the marking of alcohol and tobacco products and electronic invoices.

The Ministry of Transport has been instructed to introduce automated payment systems for freight transportation by rail and for public transport services in Tashkent, to accelerate the introduction of a single electronic ticket for all types of transport.

"This year's target is to increase fiber-optic coverage in pre-school education from 41 percent to 100 percent, in public education from 40 percent to 70 percent and in health care from 38 percent to 100 percent. Thanks to this, many villages will have internet access," the message said.

In this regard, the Ministry of Information Technologies and Communications Development has been tasked to provide social facilities with high-speed internet access, to bring the coverage of high-speed mobile Internet up to 90 percent by the end of the year.

"The capacity of existing servers is running out, more than 300 projects in the field require 10 times more of server capacity. Instructions were given to increase the number of information processing centers, attract foreign loans and build a data center worth $30 million," the message said.

"Information technologies are also very useful in agriculture, land registration and monitoring. Thus, space sensing of soil can be used to study areas under crops, vegetation process, land reclamation and the degree of mineralization. This will allow increasing the yield by 25-30 percent due to a clear definition of agricultural measures," the message says.

Tasks of attracting residents of domestic technoparks to projects implemented by state organizations have also been defined.

It was pointed out the need to cover 47,000 students in the "One million programmers" project in the next academic year, to provide training in the basics of programming in schools starting from 7th grade.

According to the World Bank report, the expansion of broadband Internet access networks by 10 percent may increase GDP of Uzbekistan by at least one percent.
