Prolonged and continuous provision of humanitarian aid causes a recipient dependency, said director general of the State Directorate for Rehabilitation and Development of the cities of Osh and Jalal-Abad Zhantoro Satybaldiev during joint coordination meeting of international donors for humanitarian aid in south Kyrgyzstan, 24.kg reported.
According to him, the main demand for humanitarian assistance is in June, July and August 2010 and in anticipation of winter.
He stressed the advantages of humanitarian aid in reducing social tensions, but stated that "people get used to free offerings, and cease to exert their own efforts to improve fortune, do not want to work and earn money for food, because they are confident that donors will provide them with food".
He proposes to revise the existing approaches to humanitarian assistance and to develop the concept of granting social microfinance on a grant basis.
