In Turkmenistan, summed up the results of the elections of new members of the local authorities, khalg maslahaty and gengeshs, to replace the leaving ones, took place on April 13, the Central Commission for Elections and Referenda of Turkmenistan announced on Thursday.
At a meeting of the Central Election Comission in Ashgabat the elections were declared valid at all polling stations; extremely high turnout was detected. Two or more candidates ran for one mandate in all constituencies, candidates receiving more than half of the votes were considered to win.
"The educational and professional level of the newly elected representatives of the people is high: most of them are high-level professionals working in various sectors of the national economy, the organs of public authority and administration, NGs," the statement says.
National observers were monitoring all stages of the electoral process. At the meeting the Central Election Commission considered and approved the reports of provincial election commissions chairmen on the results of the election to khalg maslahaty and gengeshs of velayats (provinces), etraps (district) and cities.
According to the law, the lists of the new members of local authorities will be published in the local press in the nearest future.
According to the legislation, gengeshs have the following powers: determining the principles of economic, social and cultural development of their territories; adopting local budget and reporting on its implementation, defining measures for the rational use of natural resources and protection of the environment, solving the question of submitting to an etrap's hakimlik (mayor's office) or etrap (district) administration proposals about the need for building up the local territory, conducting sanitary control of settlements, water supply sources, houses, trade objects, schools and other..
