Independent neutral Turkmenistan under the leadership of an outstanding leader of the nation, President Gurbanguly Berdimuhamedov shows huge potential for development and renewal of the planned reforms and changes that have historic significance in all areas of the Turkmen society. Through active position in the international arena, especially through extension of constructive ideas, initiatives and proposals designed to further consolidate the efforts of the international community to address the pressing problems of today, Turkmen leader in practice demonstrates its rightful place and an important role of Turkmenistan in the promotion of peace, security and Sustainable Development planet also provides a multidimensional, integrated foreign policy based on clear principles and clear understanding of their goals. Neutrality, peace, good-neighborliness and mutually beneficial cooperation on the principles of mutual respect and strict adherence to the universally recognized norms of international law are the basis of the foreign policy of Turkmenistan. The result of the consistent implementation of constructive foreign policy strategy is a steady increase in the country's prestige in the international arena, including the UN.
On this basis, Turkmenistan is ready to intensify cooperation to ensure lasting security in Central Asia and Afghanistan. During the 70th session, Turkmenistan proposes to consider the issue on holding the 2016 International Forum on Security and Cooperation in Central Asia and is ready to take on the organization of the Forum in Ashgabat. Forum aims to establish regular multilateral dialogue on the problems of the region, to develop common approaches to the creation, in the future, a permanent mechanism of political consultations in Central Asia. The Forum could also take part international non-military, non-block structures, primarily the UN and OSCE.
As known in the basis of Turkmenistan's foreign policy, as a state, which has an internationally recognized status of permanent neutrality, laid down the fundamental values inherent in the centuries-old traditions and national mentality of the Turkmen people and expressed in love of peace and good neighborliness, establishing equitable and fair, friendly and mutually respectful relations with all people and countries. Neutral foreign policy and the fact was confirmed by the adoption of the third new June 2015 resolution of the General Assembly devoted to neutrality. Turkmenistan offers to maximize the potential of the country's neutrality in ensuring long-term peace, stability and security, especially in Central Asia and adjacent to it regions.
Modern Turkmenistan successfully on the path of progress and comprehensive development, rightly earned him high prestige as a state-peacemaker, as a reliable and predictable partner, firm and consistent supporter of the principles of equality and justice in international affairs and actively guide the idea of broad cooperation in the name of progress and the prosperity of nations and peoples. Taking into account the fact that the reliability and safety of international energy flows, legal security of supply routes now become crucial. Turkmenistan will continue close cooperation with partners in the Energy Charter, especially in light of the country's presidency in 2017, on the basis of clearly defined principles. According to that Turkmenistan put forward offers to return to the 66th General Assembly session the proposal for the development of the Special Program on interregional transport development. Development of transport and transit system will be one of the key areas in the integration of Central Asia into the international connection .Speech is about building an extensive, complex, combined infrastructure, transportation and transit, covering continental Eurasia space with access to the sea terminals of the Caspian, Black Sea and Baltic regions, South and Southeast Asia, Middle East. The project also involves the prospect of connection to the transport infrastructure in the south and east with access to a powerful economic centers such as China, India, Pakistan and countries in the Asia-Pacific region.
