Uzbekistan reduces fees for customs clearance of goods

The amount of fees for customs clearance of goods in the export customs regime has been reduced by an average of 35 percent in order to support exports in Uzbekistan, Trend reports citing UzA.uz.

According to the decree of Uzbekistan’s government, taking into account the best practices of the World Trade Organization and foreign countries, new rates of customs duties have been approved.

One of the main requirements of the World Trade Organization and the World Customs Organization is the establishment of customs duties only on the basis of reimbursement of costs incurred by customs authorities.

The government has simplified customs procedures and reduced the rates of customs duties from 20 to 12 types.

The rates of all customs duties are fixed relative to the principal amount of the calculation.

The amount of fees for customs clearance of goods in the export customs regime has been reduced by an average of 35 percent.

For example, under the old method, the export customs duty on goods worth $1 million was 10 million soums ($965), while at the new rates the duty is 5.6 million soums ($540), which will allow exporters to save up to 27 billion soums ($2.61 million) a year.

In order to improve customs administration, the rates of customs rates established by individuals for customs clearance of goods in excess of the norm for the import of goods for personal use without customs duties have been reduced.

In particular, when individuals import goods for personal use in the amount of $1,200 by rail, a fee of $5.5 (25 percent of the base design value) is levied for a portion of $200, which is subject to customs duties, under the new procedure. Previously, there was a fee of $25 (12.5 percent of the amount).

Instead of bringing to administrative responsibility for non-compliance with the requirements and conditions of the customs regime, a penalty is introduced in the form of a fine in the amount of 1 BDV (base design value).

The decision will enter into force on January 1, 2021.
