Uzbekistan to establish Winemaking Development Fund

The funds will be used for the implementation of comprehensive targeted programs aimed at ensuring the intensive development of technical varieties of the Agency's vineyards and the winemaking sector of Uzbekistan, Trend reports referring to Norma information and legal portal.

The Regulation on the Fund for the Development of Winemaking of the Agency of Uzbekistan for the Regulation of the Alcohol and Tobacco Market and the Development of Winemaking has been approved.

The fund is created in the structure of the Agency without the status of a legal entity. The adopted document determines the procedure for managing the fund, as well as the procedures for the formation and use of its funds.

The funds allocated are used to issue subsidies for the introduction of water-saving technologies, including drip irrigation technologies in the format and amount established by law.

The regulation also provides for the allocation of credit resources to commercial banks at a discount of up to four percentage points from the main rate of the Central Bank of Uzbekistan (CBU), and the issuance of loans with an interest rate of no more than 50 percent of the basic rate of the CBU for the creation of plantations of technical grape varieties, as well as for the production of alcoholic beverages from grapes, fruits, and berries.

In addition, subsidies will be allocated to cover part of the cost of purchasing intensive seedlings of rootstocks grown in local conditions, as well as for raising seedlings of technical grape varieties on trellises.

The sources of the formation of the Fund's resources are:

annual subsidies allocated from the republican budget of Uzbekistan;

deductions in the amount of five percent of the net income of enterprises engaged in the wholesale trade of alcoholic (except for beer and natural wines) products;

deductions, made in accordance with the established procedure, from the net profit of the State Unitary Enterprise "Laboratory of Oenology" and the State Unitary Enterprise "Training Center of Viticulture" under the Agency;

some 50 percent of the fines paid for the illegal production of alcoholic and tobacco products or the illegal circulation of ethyl alcohol and alcoholic products;

fines accrued for violation of licensing requirements by enterprises engaged in the production of food and technical ethyl alcohol and tobacco products, as well as wholesale trade in alcoholic beverages;

some 80 percent of the state duty for the issuance of licenses for the right to carry out activities for the production of tobacco products, as well as fees for the issuance of licenses and annual royalties for the production of food and technical ethyl alcohol, wholesale trade in alcoholic products;

loans and grants from international financial institutions, foreign governments, and international financial organizations; other sources not prohibited by law.
