Uzbekistan establishes agency for technical regulation and metrology

An Agency for Technical Regulation and Metrology is being created in Uzbekistan on the basis of the Uzbek Agency for Standardization, Metrology and Certification under the Ministry of Investments and Foreign Trade, Trend reports citing Uza.uz national news agency.

According to the information, the new agency is a republican government body for the implementation of state policy in the field of technical regulation and metrology.

The decree signed by President of Uzbekistan Shavkat Mirziyoyev establishes the procedure by which obtaining a certificate of conformity for food and agricultural products becomes voluntary.

The document notes that from September 1, 2021, certain types of products with a low level of risk are assessed by the declaration of conformity. In this case, the declaration of conformity is carried out without the issuance of a certificate of conformity.

Residents of Uzbekistan, conformity assessment bodies, accredited by a member of international organizations ILAC / IAF, are allowed to carry out conformity assessment work without undergoing national accreditation with a notification to the State Enterprise "Uzbek Center for Accreditation" about the scope of its accreditation.

From November 1, 2021, the procedure for the release for free circulation on the territory of the country of certain types of products with a high level of risk (except for products imported by individuals for their own needs) after state registration is being introduced.

Also, it is allowed to import certain types of products with a low level of risk within 24 months with a one-time certificate of conformity (regardless of the validity period). Compliance control of products imported into the country is carried out by the Technical Regulation Agency on the basis of risk analysis.

In addition, the decree stipulates that state registration of standards of foreign states in Uzbekistan is not required to assess the conformity of products to standards of foreign states by domestic conformity assessment bodies.

Moreover, from September 1, 2021, for violations in the areas of technical regulation, standardization, certification and metrology, fines are established for legal entities - from 50 percent to 100 percent of the cost of sold products, and for officials - from 40 times the size of the base calculated value to 80-times of the base calculated value.

At the same time, products recognized as not complying with the mandatory requirements established by legislative acts and technical regulations are subject to withdrawal from free circulation and destruction. Payment of financial penalties does not exempt from the fulfillment of this requirement.
