U.N. Leaders Say   Iran Must Earn Trust

( The New York Times ) - Secretary General Ban Ki-moon said Iran had to meet Security Council demands to suspend its enrichment programs and move beyond simple cooperation with United Nations nuclear inspectors. Mr. Ban was questioned on an agreement between Iran and the International Atomic Energy Agency that allows Iran to answer questions on its nuclear program over a course of time. Mohamed ElBaradei, the head of the I.A.E.A., said in Vienna that Iran must take measures well beyond a limited plan for atomic transparency in order to remove distrust in its nuclear intentions, despite assertions since agreeing to the pact on Aug. 21 that its nuclear dossier is now closed.
