Rector of MSIIR Anatoly Torkunov believes that the initiative in resolving of Nagorno-Karabakh conflict should primarily come from its sides, Novosti Armenia reported.

"Prospects for a radical improvement of the situation in the Caucasus, increase the investment attractiveness of whole region and Armenia, in particular, lay also on way of further political stabilization of this area. And in this sense, it seems to me that the restraint and caution, which are manifested by the ruling elites, by Armenian and Azerbaijan in the preservation of peace in the troubled region should be welcomed. But, I think that you can call in determination in concrete steps for the settlement of long-standing center of instability", Torkunov said on Saturday in Yerevan during an online conference "Armenia's geopolitical role in the system of international relations."

According to him, we must be realistic and understand that no one in Yerevan and Baku will not bring a clear and easy-counter treatments.

"All the international mediators, including the Minsk Group will be effective only if the request for mediation of action will be formulated jointly by the parties involved former conflict. It is important to understand that the world community is formed complex of adjusting to the situation. As the distance from the events of the early 90th 's it will be less and less interest to the settlement of a problem, so it seems to me, is an initiative primarily for the parties who are directly involved in these cases, "- rector of MSIIR said.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 per cent of Azerbaijan since 1992, including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the U.S. are currently holding peace negotiations.

Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
