The issue of property rights protection in Georgia has become a growing concern of the European Union, a report on the European Neighbourhood Policy for 2011 says.
'Recently there have been numerous disputes over property rights with respect to those lands that have traditionally been used by the local population. These disputes are caused by the existence of the legitimate owners of land or the uncertainty of their origin. The issue is complicated further by the fact a local development plan which has an impact on people's lives, is not endorsed by the population, as well as the lack of information', the report says.
Another problem in the report is the non-transparent procedures during the privatisation of state property.
