The Atlantic Council of Georgia non-governmental organization (NGO) recommends the country's government create a secretary of state institute.

The NGO says that the excessively centralized management in the defense sphere undermines the effectiveness and hinders the fulfillment of goals.

Regarding this, the Atlantic Council of Georgia has appealed to the country's Defense Ministry with a number of recommendations that are reflected in the new report on the country's security sphere.

"In order to change the excessively centralized management in the defense sphere, the Defense Ministry should speed up the process of decentralization of decision making through the institutionalization of the defense planning and management processes," the report said.

The government also recommended creation of a secretary of state institute in the state departments, including the Defense Ministry.

"The secretary of state should be the top official in the state department engaged in management," the NGO said.
