Proposal to Form Election Commission on Parity Bases May to Break Elections: Azerbaijani Parliament’s Administration Chief

Azerbaijan, Baku / Trend corr. S.Ilhamgizi / The proposal by opposition parties concerning formation of election commissions on parity bases will interrupt the elections, Safa Mirzoyev, the Chief of the Administration of the Milli Majlis (Azerbaijani Parliament), said to the Trend Agency on September 28.

A range of Azerbaijani opposition parties proposed to form the composition of election commissions on parity bases between the Authorities and opposition. The current composition of the Central Election Commission (CEC) has been formed from representatives of parties, representing majority, minority and independent MPs in the Parliament.

Mirzoyev said the parity method of election has already been used in Azerbaijan without positive results. People included in the commissions are not independent and cannot make correct decisions.

"I believe that only neutral people will decide correctly and I propose to form election commissions from independent people," Mirzoyev said.

The Chief of the Administration of the Parliament will submit his proposals concerning changes in the Election Code of Azerbaijan to the Venice Commission of the Council of Europe in Baku in November for consideration. The composition of election commissions cannot be formed from independent people till the upcoming presidential elections in Azerbaijan 2008. Mirzoyev added.
