К.Zarbaliyeva / The General's Prosecutor Office of Azerbaijan investigates the functioning of the Civil Council over control against corruption and other negative facts. The General's Prosecutor Office press-service reported to Trend that the organization established by Shahin Mahmudov, on 16 December 2006, appealed to the Azerbaijani Justice Ministry to receive state registration, but the Ministry refused to register the organization. Despite, Mahmudov, kept functioning of the Council, expanded fictitious information that the structure was established by the recommendations and through the support of the President and received the state registration. Mahmudov founded the representatives of the Council in 62 regions, appointed different people as managers, researchers and controllers and trusted them stamp of the organization. The representatives of the organization in Agdam, Agjabadi, Barda and Gusar regions of Azerbaijan and Nizami District of Baku appropriated power of state bodies, held checks of different juridical and natural persons to pay taxes, the right use of ecology, sanitary hygiene by the state bodies, trade and others. As a result of checks a range of acts and protocols were issued. Mahmudov and Azar Jafarov, the leader of the Agjabadi region representative, was accused with the Article on misappropriation of power of officials, Eldar Gasimov, the leader of the Agdam region representative, was accused with the Article of fraud, blackmail, misappropriation of officials of the Criminal Code of the Azerbaijani Republic. The investigation on the case has been completed and submitted to the Heinous Crime Court of Azerbaijan for consideration. The preliminary investigation on the fact of illegal checks in Barda, Gusar, Nizami and other regions has been continued. Heyrulla Ismaylov, the leader of the Council representative in Barda region, Fazil Rustamov, leader of the Nizami District of Baku, and Magomed Mammadov, a controller of the Council were arrested in compliance with the Article of misappropriation of power of official of the Criminal Code of Azerbaijan. Ganjali Aliyev, another controller, hided from the investigation.
