Kazakh president appoints Karim Massimov prime minister (UPDATE 2)

Kazakhstan's President Nursultan Nazarbayev signed a decree on April 2 appointing Karim Massimov the country's prime minister.
"To appoint Karim Massimov the prime minister of Kazakhstan dismissing him from the post of the head of Kazakh Republic's Presidential Administration," according to the decree posted on the official website of the Kazakh president.
This decree will come into force on the date of its signing and the government will remain in office until the approval of the new government, according to the decree.
Earlier, Kazakh President Nursultan Nazarbayev nominated Karim Massimov as the country's prime minister.
The Kazakh president's official website said the chairmen of the committees of Kazakh parliament's lower house highlighted Massimov's experience during a meeting held today and approved his candidacy for the post of Kazakhstan's prime minister.
Karim Massimov was born in 1965. He graduated from the Beijing Language and Culture University, the Institute of International Law of Wuhan University in China and the Kazakh State Academy of Management.
He has a major in international law and economy. Massimov holds a Doctorate of Science in Economics. He is also fluent in English, Chinese and Arabic.
He worked as a chief economist, the head of department at the Ministry of Labor, a senior specialist at the Representative Office of the Ministry of Foreign Economic Relations in the Chinese city of Urumqi, and as an executive director of the Trade House of Kazakhstan in Hong Kong.
He was the chairman of the board of Almaty Commercial and Financial Bank and the People's Saving Bank of Kazakhstan.
Massimov was also appointed the minister of transport and communications and aide to the Kazakh president.
Since January 2006, he served as the deputy prime minister of Kazakhstan. In April 2006, Massimov was appointed the deputy prime minister, minister of economy and budget planning of Kazakhstan.
From January 2007 until September 2012, he served as prime minister of Kazakhstan.
In September 2012, Massimov was appointed head of the Kazakh presidential administration.
Since January 21, 2014 he served as the acting secretary of state of Kazakhstan.
