BAKU, Azerbaijan, May 26. Secretary-General of the Shanghai Cooperation Organization (SCO) Zhang Ming has sent a letter to President of the Republic of Azerbaijan Ilham Aliyev on the occasion of May 28 - Independence Day, Trend reports.
