BAKU, Azerbaijan, March 28. President of the Republic of South Africa Matamela Cyril Ramaphosa has sent a congratulatory letter to President of the Republic of Azerbaijan Ilham Aliyev on the occasion of his confident victory in the extraordinary presidential election, Trend reports.
