Ukraine, Kiev /corr. Trend Z.Novosvkitskiy / Andrey Yermolayev, a Ukrainian political expert, stated in talks with Trend Correspondent in Kiev that the political crisis in Ukraine has entered a new phase of power struggle.
In such political crisis conditions, the Stateestablishments have the opportunity to implement resolutions on all levels including legislative, executive, administrative, albeit this results in conflict.
"The power struggle is typified by the involvement of all State establishments on a legitimate platform and the war of authorities has turned into a war of resolutions against each other, Yermolayev stated. Unfortunately, this involves the legislative and the divisions of the State court. The positive outcome of thiscrisis in the Constitution Court would be to exclude the decisions of civil courts of lower instance, with a decree signed by the President and a resolution passed by the Parliament.
Yermolayev stated that the reason for the power struggle is the presidential decree, which is currently under suspicion at the Parliament. After the cessation of parliament's activities, the President could not head the executive authorities and therefore did not have full control of his role as President. At the same time, some resolutions testified that the President was seeking legitimate grounds for actual government of the executive authorities, particularly, through the decision by the National Security and Defense Council of Ukraine.
