The conception, prepared as a result of research by a special commission established by the ANAS, has already been presented to the Azerbaijani Presidential Administration.

According to the 1993 Law on brining names of citizens of Azerbaijan in line with the state language, the citizens can change the end "-ov", "-ev", in their names into "-li", ("-li","-lu" "lyu"), depending on the root of the word) "-zadeh," "oglu", "-qizi" or completely remove the end.

According to Jafarov, about 80 percent of currently existing in Azerbaijan surnames have the ending "-ov,-ev, about 10 percent of the names "-li", ("-li","-lu" "lyu"), and about 10 percent of the names ends in "-zadeh".

"Those who do not agree with the proposals mentioned in the concept, advocate that this process remains free, unregulated as it is today. In their view, a special law should not be adopted, special instructions or an order to change the names should not be given", MP said.

The final decision should be taken by the country's leadership. "Discussions will continue for few months, and eventually a particular law or order will be adopted. This question must be governed by the law," Jafarov said.

The issue on names can be discussed in the parliament. "Either we must accept the law, or an order should be signed by the president. Since the Department of Notary and Civil Status Acts (DNCSA) of the country is working on the basis of current legislation, there is no possibility for the free change of surname. Sometimes the citizens propose to change their surname, but, the DNCSA relying on old law, considers acceptable he endings "-ov"and "-ev". And with great difficulty allow to change the names' endings to "-li", ("-li","-lu" "lyu"), Nizami Jafarov said.

The new concept envisages a free change of surname, this process will be regulated by the new law. "In this case, and in DNCSA will have legal grounds for it," - the MP said.
