Kazakhstan to develop five-year repair plan for oil refineries

Kazakhstan will develop a five-year repair plan for oil refineries, Trend reports citing Kazakh energy ministry.

According to Kazakh energy minister Magzum Mirzagaliyev, despite the modernization of production facilities, factories regularly stop for repairs at the most inopportune moment.

“With growing consumption, annual shutdowns of 25 days are an unaffordable luxury. I believe that the current repair work regulations are outdated. Only one plant per year should be shut down for major repairs. I instruct the management of KazMunayGas to develop a new plan for the next five years,” Mirzagaliyev said.

The minister was also informed that during the repair at the Pavlodar Petrochemical Plant, a malfunction of the hydrotreating compressor rotor was revealed. At the same time, it will be possible to replace the defective part only after five months, and during this period the plant will produce diesel fuel monthly by 20,000-40,000 tons less than planned.

In this regard, the head of the department instructed the management of KazMunayGas, together with the refinery, to form reserves before the start of spring field work, including through the import of oil products.

In addition, Mirzagaliyev focused on ensuring timely implementation of the Ertis project aimed at producing winter diesel fuel.

"The unstable operation of Pavlodar Petrochemical Plant negatively affects the supply of the domestic market. This will certainly affect the balance sheet. We may again find ourselves in a situation without accumulated balances for the spring field work," he said.
