Surplus of Azerbaijani consolidated budget exceeds forecast by 4.5 times in 2010

The revenues of the Azerbaijani consolidated budget for 2010 totaled 19.3 billion manat and were executed at 125.2 percent. It exceeds the corresponding figure for 2009 by 4.9 billion manat, or 33.7 percent, the Ministry of Finance said.

The expenditures of the consolidated budget reached 13,5 billion manat. It accounted for 94.7 percent of the forecast, increasing by 1.3 billion manat, or 10.2 percent compared to 2009.

"Though the surplus of the consolidated budget was predicted at 1.2 billion manat as of the year, in fact it made 5,8 billion manat," a statement said.

Budget revenues amounted to 11.4 billion manat. They were executed at 99.1 percent, or 1.1 billion manat, or 10.4 percent more compared to 2009. In 2010, budget expenditures amounted to 11.8 billion manat. They were executed at 95.9 percent. The index increased by 1,3 billion manat, or 12 percent compared to 2009.

Roughly 11.6 percent more were allocated for the maintenance of law enforcement bodies and prosecution, judicial bodies, defense, social security and social protection, culture, health, education, science from the state budget compared to 2009.

During the reporting period, roughly 3.7 billion manat, or 31.5 percent of the current state budget expenditure accounted for socio-directed expenditures. It is more than 120 million manat, or 3.3 percent compared to 2009.

Roughly 2.2 billion manat were allocated from the state budget and reserve funds to strengthen the defense capabilities of the country in 2010. It is 35,5 percent or 562 million manat more compared to 2009.

The expenditures on investments in projects of national importance from the state budget in 2010 amounted to 4.1 billion manat, or 16.3 percent, or 600 million manat more than in 2009. Roughly 508 million manat were allocated to finance social projects, infrastructure projects - 1,9 billion manat, and other projects - 1,7 billion manat.

Roughly 158.5 million manat were allocated during the reporting period from the Reserve Fund of the Azerbaijani President to build houses for displaced people, reconstruction work carried out in Baku, the construction in the areas of the country's hospitals, roads, financial assistance to the media.

Roughly 106 million manat were allocated in 2010 for the state program to provide the population with food products in 2008-2015. Roughly 44 million manat were allocated for the National Entrepreneurship Support Fund.

Roughly 40 million manat were allocated for Aqrolizinq from the state budget, including 5 million manat from the presidential reserve fund.

The official exchange rate is 0.7974 manat to $1.
