Several new aspects for the construction industry are reflected in the draft Construction and City Development Code, Azerbaijani Parliamentary Administrative and Military Legislation Section Head Sayyad Karimov told the Dashinmaz Emlak magazine of the State Committee on Property issues.
"One such innovation is the subordination of construction activities to certain principles. The matter is coordination of the construction with the city construction norms and preservation of the architectural appearance of the surrounding area," Karimov said.
Another principle is to inform the public about construction projects prior to their implementation.
"Construction of any object may affect the interests of certain individuals. To this end, this code will be used as a basis to protect the interests of neighbors and others in construction," Karimov said.
He said the draft should also reflect requirements to the construction itself.
"The matter is compliance with fire safety, health and sanitary standards, provision of a healthy living environment, adherence to natural and artificial lighting and the like," Karimov said.
In addition, he said, the draft Code reflects an energy-saving factor in the construction.
"This requirement follows from the European Union directives. Today, this factor is ignored during the construction of buildings, but the draft Code raised the issue as a demand," Karimov said.
The draft Code also defines requirements for building materials.
"The building materials should be environmentally friendly and meet international standards," he added.
In addition, he said, special conditions for elderly and disabled persons will be taken during the construction of public catering and other faculties in Azerbaijan as in the European countries..
"Another principle is to ensure environmental safety. Today, the influence of the object under construction on the environment and ecological balance is not taken into account when issuing building permits. With the implementation of this principle, an environmental assessment will be held prior to the construction of major facilities and realization of roads project," Karimov said.
The draft Code will focus on safety during construction.
"The draft Code also pays attention to the location and protection of cultural monuments. Under the document, the historical and cultural monuments in the construction site and the influence of construction to them should be taken into the account," Karimov said.
