Kazakhstan toughens requirements for obtaining construction licenses

Kazakhstan has tightened the requirements for developer companies to obtain licenses for construction work, chairman of the agency for Construction and Housing Serik Nokin said at a final meeting of a board on Friday.

Amendments to laws 'On architectural, town planning and construction activities' and 'On licensing' according to which 3 categories of licenses are introduced, came into force on Jan.30.

Mr Nokin said in particular according to the first category, it is permitted to construct buildings of different complexity categories. A company has to have at least a 10-year experience in this field.

"The second category gives a right to work at facilities of average complexity as well as at facilities of the third category. At least a five-year work experience is required. The third category is a basic level which envisages carrying out work at simple facilities without requirements to work experience," he said.

Along with this, the certification of experts is introduced. Now all individuals-experts, who perform the technical and architectural supervision, examination of projects and technical inspection of buildings as well as public works inspectors are subject to certification. This, as proponents of the law believe, would exclude from the construction process incompetent professionals as well as strengthens personal responsibility of each expert.
