Violations in state service on standardization of Turkmenistan revealed

A report of the General Prosecutor's Office on the results of inspection carried out in the main public service Turkmenstandartlary was heard at the government meeting in Turkmenistan, the Turkmen government said on Monday.

Numerous violations of the laws for issuing permits for use of heavy vehicles, capacity of which exceeds standards for maximum allowable weight of goods transported in Uzbekistan were revealed.

In particular, it was revealed that Turkmenstandartlary issued documents of compliance for heavy trucks, which do not meet the technical specifications to local climatic conditions, have excessive engine noise, as well as defects in the brake system. Moreover, employees of the agency limited with visual inspection of the truck without using special equipment to detect defects.

Non-compliance with existing regulations of customs clearance and maintenance of heavy vehicles were also revealed.

A statement with reference to the Attorney General's report says despite the existing requirement for mandatory certification for all exported and imported goods, only 1855 out of 4330 Nowo brand heavy trucks of the police traffic supervision were certificated.

The fact that the weight carried by Nowo brand trucks exceeds 10 tons per axle, resulting in a rapid deformation and damage to the roadway on the highway, which leads to a decision not to use these vehicles on the major highways of the country.

"Particularly it was noted that 160 car accidents were committed from 2008 to date during the operation of these trucks, to which certificates of compliance with the state standards were issued," the statement said.

Reliable trucks with relevant technical parameters, weight of goods of which doesn't exceed 10 tons per axle should be used in order to ensure road safety and maintain state highways in the normal operating state.

In connection with the foregoing, the president of Turkmenistan dismissed chairman of the Turkmenstandartlary Nurgeldy Orazov for serious shortcomings in the work, authorizing the Attorney General to identify gaps in services and activities and to bring the perpetrators to justice in accordance with the legislation.

Abdyrahim Tachmammedov, who had previously served as Deputy Chairman of the Supreme Chamber of Inspection appointed new head of the agency.
