Uzbekistan to attract private enterprises to utilities sector

By July 1, 2019, Uzbekistan will develop proposals for the implementation of investment projects under public-private partnership (PPP) for the modernization, effective management and operation of water supply and sewerage facilities, including the arrangement of local sewage treatment plants, Uzbekistan 24 TV-channel reported.

President of Uzbekistan Shavkat Mirziyoyev signed a decree on measures to develop drinking water supply and sewage systems on Nov. 30.

According to the decree, an open list of qualified private companies will be formed with the aim of attracting them on PPP terms to the management and maintenance of water supply and sewage facilities, including local wastewater treatment plants in rural settlements.

Legal entities that have entered into PPP agreements in the field of water supply and sewage are exempted from paying all types of taxes and obligatory payments for a period of three years, with the exception of a single social payment, as well as customs payments for the import of non-manufactured equipment, components, spare parts and materials.

The decree also provides for the development of a “roadmap” for the implementation of a single geographic information system that provides input, storage, periodic updating and monitoring of all necessary information on water supply and sewage facilities.
