Azerbaijan to Become Familiarized with Implementation of Centralized Registration System of State Real Estate in Georgia

Azerbaijan, Baku / Trend I. Khalilova / The German Development Bank (KfW) will organize the visit of the experts of the State Register Service of Azerbaijan to Tbilisi to become familiarized with the centralized registration system of state real estate and cadastre in Georgia, said the head of the KfW Baku Office, Natig Abdullayev, on 29 August. According to him, the cadastre in Georgia is realized at the expense of KfW, and the project is almost completed.

A tour will be given within the visit of the mission to Baku from 3 September. "KfW will commence preparing its cadastre project after the World Bank begins implementing a similar project in Azerbaijan," Abdullayev said. For this purpose, KfW will forward consultants to Azerbaijan to coordinate the measures with the WB in order to avoid repetition.

KFW has plans to establish a system of real estate registration in Ganja and Sheki. The issue will be considered during negotiations with the Azerbaijani Government, the WB, and the German Government. The possibility to increase financing is not ruled out, but the financial agreement submitted to the Government stipulates an earlier determined amount.

KFW is ready to allocate a privileged loan in the sum of €2.5mln for establishment of the cadastre and a grant in the sum of €1mln for the institutionalization of a beneficiary organization.

The cost of the WB project on registration of real estate in Azerbaijan makes up $38.57mln, with $30mln allocated by the bank as a loan.

Establishment of the cadastre will presumably be completed within five years. As a result, all facilities will be put on a map and a satellite imaging system will be established for management in real time.

A digital map was established by a grant from Japan in the amount of $3.2mln.
