Uzbek Ministry of Finance eyes setting excise tax on sugar imports

The Ministry of Finance in Uzbekistan plans to establish an excise tax of 20 percent on imports of white sugar without flavoring, aromatic or coloring additives, Trend reports referring to the Ministry.

It is followed from the draft Law "On Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan in Connection with the Adoption of the Main Directions of Tax Policy for 2021".

At the same time the Ministry of Finance notes that the import of raw sugar is not subject to the excise tax.

White sugar imports have again been subject to a 20 percent excise tax starting from the beginning of this year, but in April, due to the pandemic, the zero rate was returned again until the end of the year.

In the middle of summer, Angren Shakar sugar factory reported it was difficult for local producers to compete with imported sugar, since the rates of customs duty and excise tax on the import of 20 types of goods had been zeroed since the beginning of April, including the number of sugar.

In addition, sugar produced by local enterprises has been sold on the domestic market since January 1 exclusively through exchange trading with equal access to exchange trading for all categories of buyers, while Russian imported sugar was sold directly.

Uzbekistan has sharply increased the import of Russian sugar, following data of the International Sugar Organization. Sugar supplies from Russia to Uzbekistan for 1H2020 amounted to 214,000 tons. For comparison, in the previous reporting period, they were equal to zero.

The import of Russian sugar has increased due to the fact that the price has dropped against the background of a large harvest in Russia.
