Kazakhstan has the prerequisites to join the Council of Europe, head of the PACE mission to the country Elsa Papadimitriou told journalists after meeting with Kazakh Senate Chairman Kairat Mami on Thursday.
She said Kazakhstan is already a partner in democracy and has all the prerequisites and elements necessary to not only be an observer, but also to be a full member of the council.
Kazakhstan has already filed an application to become an observer of the Council of Europe.
"PACE and the Council of Europe want the forthcoming elections to parliament to be successful, as we believe that people deserve it, and we wish them to be as transparent as possible," Papadimitriou said.
