Turkmenistan initiates the opening of the Ashgabat office of the UN Environment Program (UNEP), the Turkmen Dovlet khabarlary (TDK) state news agency reported.

"The initiatives put forward by President Gurbanguly Berdimuhamedov aims to unite the efforts of the international community in maintaining ecological well-being of the planet, including - opening a regional office in Ashgabat of UNEP, which clearly reflects the position of Turkmenistan on this issue," the media reported.

By ratifying the main UN environmental conventions, Turkmenistan participates in finding solutions to global problems of our time, working in this direction with other states and competent international organizations - the Global Environment Facility, UNDP, UNEP, the European Union, OSCE, and World Bank.

Under the new version of the Constitution and international law, a package of laws, developed by the national Parliament is applied. They were adopted at the fourth session of the Parliament. These laws are the laws of Turkmenistan on "Protection of the Ozone Layer" and on "Radiation Safety", regarding aspects of environmental safety and health of people.

Turkmenistan has also approved the National Action Plan for the Environment Protection (NAPEP) and a number of other legal documents regulating environmental strategy of the state.

The TDK emphasized that the urgent problem today is the threat of global climate change. According to many scientists in the world, one of the main reasons is industrial pollution. The emission of carbon dioxide, various chemicals, the massive deforestation - the main suppliers of oxygen - all of these trigger the so-called "greenhouse effect", destroying the ozone layer that protects Earth from harmful ultraviolet rays.

By signing the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on ozone-depleting substances, and other international treaties and agreements, Turkmenistan is following all its commitments, including - preparation of national communications on climate, which keeps records for emission of greenhouse gases, climate change, as well as other studies are carried out. Cutting the negative impact of industry on the environment fully contributes to enhancing scientific and technical potential of the country.

In particular, we are talking about modernizing the energy sector companies, trucking and construction industry, chemical industry, public utilities, the implementation in all sectors of modern, technology more improved from an environmental point of view, as well as measures taken to improve control over the purity of the atmosphere and in general - the environment, improving environmental standards and requirements for plant under construction and factories, and other objects. Particular attention is given to the projects of so-called "clean development mechanism", i.e. the development of innovative technologies related to renewable energy.

The TDK pays special attention to the adoption of the new Turkmen Law on the "Protection of the Ozone Layer". This document governs the legal, economic and organizational basis for the protection, prevention of destruction and recovery of the ozone layer, as well as state regulation of the activities related to the use of ozone-depleting substances (ODS). Legislative measures, described in it, aimed at limiting the use of ODS in the country - for example, freon and other refrigerants, the maximum reduction of their production, import and export, the phased replacement of alternative, environmentally friendly substances, increased monitoring of private and government institutions working with ODS.

Such activities can only be done under license and special one-time permits, issued to legal persons and individual entrepreneurs, who are required to maintain strict control over ODS, to comply with all conditions for their safe storage and transportation, timely disposal and, in addition, to label products containing ODS with "Harmful for ozone". The state will provide targeted support to commercial entities, regardless of their legal form, which will actively introduce innovative technologies to renounce the use of ODS - in the form of concessional loans and other incentives. Special responsibility for the execution of national and international programs aimed at protecting the ozone layer, is vested in local executive authorities and local governments.

Previously, all these issues were regulated by separate articles of the law on "Environmental protection" and on "Protection of atmosphere".

The law on "Radiation Safety", entered into force, aims to protect human life and health and the environment from the adverse effects of ionizing radiation, which has a natural, natural resources - space, radionuclides, which are contained in the soil, water, air and other elements of the biosphere and man-made, caused by human activities, causes.

Turkmen Dovlet Khabarlary draws attention to the fact that with a neutral status Turkmenistan, whose military doctrine is purely defensive in nature, supports full and complete disarmament and, above all, nuclear. The international conventions and treaties, signed, include the Treaty on the Non-Proliferation of Nuclear Weapons, the Comprehensive Test Ban Treaty establishing a zone free of nuclear weapons in Central Asia. As to the "peaceful atom" as exemplified by nuclear power plants, here, our country is a supporter of the strictest control over the use of radioactive substances.

The document stated that the design and construction of various buildings and structures, the choice of land for construction should take into account the level of radiation, caused by natural factors, in order to protect people from natural gamma radiation. Similar requirements are applied to materials, used in construction, conditions of acceptance of the ready properties regulations and standards are set.
