Crimes of Azerbaijani Ex-Health Minister Proved by Preliminary and Court Investigation: Prosecutor

Azerbaijan, Baku / Trend corr. К.Zarbaliyeva / The preliminary and court investigation held under the chairmanship of Judge Gaila Mammadova, proved crimes of the Azerbaijani former Health Minister and other people, Maharram Mustafayev, the state prosecutor, reported.

Ali Insanov and a group of people have been working in the Health Ministry from 1998 to 2005 misappropriated state facilities controlled by the Cabinet of Ministers and Health Ministry. The prosecutor noted that the crimes were proved on the basis of evidence provided by witnesses, expert reports and many other documents. The prosecutor said that house arrest of Akif Maharramov and Alexander Umrashkin will not be included into the term of punishment. The prosecutor requested the court give Maharramov 7 ? years imprisonment and Umrashkin be given 1 year, 10 months and 2 days imprisonment.

Mustafayev asked the court to take into consideration the admission of guilt by Fakhraddin Abbasov and Parviz Kazimov as well as other facilitating points, including Article 62 (misappropriation) and to decrease their term from 7 years to 5 years imprisonment. Anar Namazov did not plead guilty and stated that he had legally acquired two properties. The final decision will be announced on 20 September.

Insanov was detained in October, 2005. He was accused of attempting a coup d'etat and causing mass riots. By the decision made by the Azerbaijani Court on Heinous Crimes dated 20 April, Ali Insanov was found guilty in appropriation of property and abuse of power and sentenced to 11years imprisonment. Presently he is held in the Bail Isolation Cell 1 of the Penitentiary Service of Azerbaijan. He demands to be transferred to the Patient Care Institution of the Penitentiary Service. Medical examinations on him have proved that he suffers from a vertebral hernia. 

Fakhraddin Abbasov, Anar Namazov and Parviz Karimov were each sentenced to 7? years imprisonment, Fuad Mahmudov to 7 ? years (5 years conditional), Vakil Abbasov to 5 years (4 years conditional), Akif Maharramov to 9 years and seizure of his property, Aldar Rzayev to 7 years, Haji Aliyev to 7 years (5 years probation), Shovgu Jafarov to 7 years (5 years probation) and Alexander Umrashkin to 3 years imprisonment.
