Law enforcement agencies of Azerbaijan have begun an investigation into the unauthorized rally in Guba, joint statement of the Ministry of Internal Affairs of Azerbaijan and the General Prosecutor's Office said on Thursday.

The statement says that today, on March 1, about 1,000 residents at 10:00 a.m. staged protest action in front of the building of the Executive power of Guba in response to some thoughts of head of the executive power of the Guba region Rauf Habibov expressed on November 22, 2011 at the meeting on social issues and which were regarded as disrespect for Guba residents.

Despite the fact that from the first minutes the action was not directed at the violation of the law and order and had the nature of state support, later as a result of incitement by some destructive elements who joined the action, it went from a peaceful course into actions of gross violation of public order, willful destruction of private and state property, use of violence against citizens.

Despite the fact that from the first minutes the action was not directed at the violation of the law and order and had the nature of state support, later as a result of incitement by some destructive elements who joined the action, it went from a peaceful course into actions of gross violation of public order, willful destruction of private and state property, use of violence against citizens.

As a result of actions expressing open contempt for the public and which were implemented using objects as weapons, glass of the first and second floors of the Executive power and equipment situated there were broken, several auxiliary buildings and private dwelling house, owned by the head of the Executive power were set on fire.

Some protesters did not obey the lawful demands of the authorities and inflicted life- and health-threatening injury to three police officers who were performing their duty.

In order to prevent expansion of unlawful actions, protect the constitutional rights of residents and ensure security, law and order was restored thanks to legal measures, carried out by the police and internal troops and the situation was taken under control, the statement said.

A group from the leadership of the General Prosecutor's Office and Interior Ministry as well as other senior officials arrived on the scene of an accident.

The Prosecutor's Office of Guba began a criminal case under relevant articles of the Penal Code, and investigation is underway.
