The clusters of non-ferrous metallurgy and transport machine building are being created in northern Kazakhstan, akim (governor) of Pavlodar oblast (province), Yerlan Aryn said on Friday.

"We will build a cluster of non-ferrous metals on the basis of the Pavlodar aluminium and electrolysis plants," the Aryn said, speaking at a press conference at the Central Communications Service under the President of Kazakhstan.

According to him, a complete production chain is built with the creation of non-ferrous metal cluster - from production of bauxite, alumina and the primary aluminium to production of aluminium products.

"This is the fourth and fifth redistributions of production. At a cost of about $2,000 per ton of aluminium we will sell the final product for $4,000," Aryn said.

According to the head of oblast, a factory for the production of baked anodes is another large-scale project in the region. The cost of the project amounts to almost 45 billion tenges ($1 - 153 tenge).

"The plant is almost ready. Now commissioning works are being carried out there. This is in fact, is the commissioning of the second phase of Kazakh Electrolysis Plant," Aryn said.

Another project in the steel industry is a factory for the production of copper. It is being built in a rural area of Ekibastuz.

"The innovative technology of selective extraction and electrolysing will be implemented at this plant," Yerlan Aryn said.

Referring to the creation of transport machine building cluster, the Akim said that the freight rail cars are already being produced in the oblast. Production of covered wagons will begin next year and the production of cisterns will begin from 2016. Plants for production of point switches, repair kits and for processing railway wheels and foundry products have also been built.

"Now a plant for the production of rail fastening elements, a workshop for production of pre-stressed concrete beams (sleepers), production of railway axes and formation of wheel-sets are being created. Thus, we will develop a full range of products for the railway transport and main railway lines," head of Pavlodar oblast said.
