Work Permits for Expatriates Tripled: Russian Federal Expatriate Service’s Deputy Director

R.Agayev / About 1.6mln work permits have been allocated for expatriates since the new migration legislation came into force in the Russian Federation since the beginning of 2007. Some 5mln foreigners passed migratory registration, Vechislav Postavnin, the deputy director of the Russian Federation Expatriate Service, said during the 'Actual problems of management of migration processes' conference.

Postavnin reported that the figure is three times more than in 2006. Other countries use the Russian experience in expatriate processes. Russia sits between the second and third place with the US and Europe in attracting expatriates.

In total there are about 200mln expatriates in the world and the volume of money turnover caused by them makes up $400bln. The figure may increase by $17bln by regulating necessary expatriate processes of GDP.

The conception of organizational attracting of a foreign work force to Russia is being developed, Vechislav said. A range of problems have been revealed during the development process of the expatriate bill. Most of the foreign work force is illegal. Such a fact leads to the prospect of a shadow economy and criminal business.
