Russia Black Sea Fleet Committed to International Agreements, But not Order of Local Authorities: Russian President
Azerbaijan, Baku, 28 August/ Trend , corr A. Gasimova / Any international agreement holds more legal effect than the orders of local authorities, Russian President Dmitry Medvedev said in Dushanbe today, Vesti TV channel of Russia reported.
On 27 August, the Ukrainian government passed a decree regulating crossing of Ukraine's state borders by military men, military ships and planes of Russia's Black Sea Fleet. From now on, in order to withdraw ships or aircraft from Sevastopol, headquarters must not only inform Kiev of aims, routes and also about the arms and ammunition on board. The movement of Black Sea Fleet will be blocked by frontier guards, custom officers and armed forces in case of refusal to observe the decree.
"The problems of the Fleet should be solved in accordance with the two judicial facts and this is first of all fact of concluding special agreement according to which our Fleet operates and any procedures can be adopted within this agreement," Russian President said.
The second fact is that Black Sea Fleet is a part of Russian armed forces and it will be under supreme commander-in-chief, but not constitution of President, Medvedev said.
