The cabinet of ministers of Azerbaijan issued an order to ensure timely submission to the country's president projects of the state budget, concept of socio-economic development and prognostic figures for 2013, the cabinet of ministers said on Friday.
Projects of the Azerbaijani state budget and consolidated budget for 2013 and next 3 years should be submitted to the Cabinet of minister no later than Sep.15, 2012.
The Ministry of Economic Development should submit to the Cabinet of ministers till Sep 10 concept of the socio-economic development for 2013 and next 3 years and financial consolidated balance sheet as well other documents envisaged by the legislation.
The Finance Ministry should submit to the Cabinet of ministers within one month proposals on establishing state commission to form income and expenditure articles of the state and consolidated budgets.
The State Statistics Committee should transfer to the Ministry of Economic Development and the Finance Ministry before Feb.5 initial statistical data for 2011 in order to specify mid-term economic and social programs for 2012 as well as statistical data to the ministries of Finance, Economic Development and Taxes to prepare socio-economic concept of the country, project of the budget and total financial balance for next year and next 3 years.
The ministry of Taxes, the State Customs committee and other bodies providing income for the budget should submit suggestions on making amendments and additions to the legislative acts to the cabinet of ministers to ensure execution of the budget for 2013 no later than March 1, 2012.
The State Fund for social protection and the State Oil Fund should submit to the ministries of Economic Development and Finance initial projects of their budgets for 2013 and next 3 years before March, 15, and the corrected version - before July 1.
Initial figures of the project of the Azerbaijani state budget for 2013 and next 3 years (income, expenditure and deficit) should be elaborated by the Finance ministry and submitted to the ministry of economic development before April 10 and the corrected version - before Sep. 5. The ministry of economic development should submit to the finance ministry initial version of the development concept and prognostic figures before March 1 and the corrected version - before August 1.
The Transport ministry with the concurrence of the Finance ministry should submit to the ministry of economic development before March 15 initial version of the budgetary fund of Highways, and the Finance ministry should submit initial version of the fund of ensuring taxes, received on a government security, for next budgetary year and next 3 years and the corrected versions - before July 1.
