Uzbekistan to introduce new Customs Code

Uzbekistan has published a draft new edition of the Customs Code, Trend reports with reference to the regulation.gov.uz portal.

Last time it changed January 20, 2016.

The document developed by the State Customs Committee consists of nine sections, 35 chapters and 296 articles (currently, it has 12 sections, 59 chapters and 412 articles). Until September 1, citizens of Uzbekistan will be able to familiarize themselves with the code and make their proposals.

The main changes will affect the sections on risk management systems, forms of customs control and some customs procedures. Moreover, it is proposed to introduce the concepts of “customs duty”, “customs declaration”, “tariff regulation measures”, “transport documents” and others into the new code.

The legality, equality of persons when moving goods across the customs border, transparency, clarity and sequence of customs operations are determined as the principles of customs legislation.

The development of a new Customs Code was provided for by a decree of President Shavkat Mirziyoyev on reforming the customs service. Originally, it was planned to develop a new version by November last year.
