The parliament of Kazakhstan approved the Bill on State Regulation of Biofuel Production and Turnover at a first reading today.
Some members of parliament proposed to ban use of third-grade wheat in bio ethanol production. Under the bill, the government is tasked to define volume of biofuel production.
"In some cases production of third-type wheat was 95 percent in Kazakhstan. So, this is very serious issue," speaker of the parliament Ural Muhammedjanov said.
Other MPs suggested that the use of third-grade wheat should be discussed together with the food security bill.
In addition, some MPs said there is no need for this law on the backdrop of world prices for wheat at $300 as it would be profitable to export wheat rather than give it to recycle for production of bioethanol.
Despite the differences that emerged during the discussion, the supreme committee's proposal to ban the use of third-grade biofuels in the production of wheat was not supported by MPs.
As a result, the Parliament approved a Bill on Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on State Regulation of Biofuel Production and Turnover alongside with the main bill.
The draft law was submitted to the parliament by the government on May 31, 2008. The Committee for Agricultural Issues says the bill aims to promote biofuel production and turnover, regulation of food security against the background of biofuel production and environmental protection.
The subject of legal regulation of this bill is the work of businesses associated with the production and turnover of biofuels.
