Terrorist groups are formed in the occupied territories of Azerbaijan, Ali Hasanov, the Azerbaijani Deputy Prime Minister, chairman of the State Committee for refugees and internally displaced people said at the conference on Day of Refugees organized by the UN.
"Drugs are planted and sold in the occupied territories of Karabakh. Incomes are spent for the purchase of weapons and ammunition, as well as formation of terrorist groups. A new international drug route has been created here," Hasanov said.
None of the decisions taken by international organizations on the Nagorno-Karabakh, has not been fulfilled, he said.
"If international organizations are not able to enforce their decisions, then who needs these decisions? It will lead for the countries to turn aside from them .
International organizations should ensure fulfilment of their decisions. For 18 years, international organizations do not have any pressure and influence on Armenia. Moreover, they even provide them with humanitarian aid ", Hasanov said.
Azerbaijan has over one million refugees and IDPs.
The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and seven surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the United States - are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh region and the occupied territories.
