The working commission thinks that there are no any grounds to stop construction of the oil refinery in Kara-Balta city, member of SDPK faction Oleg Domshenko stated at the session of the parliamentary Committee on Fuel and Energy Complex and Subsoil Use, 24.kg reported.
He said that the Chinese company started construction of the oil refinery in 2010. "According to the complaint, it is being constructed in spite of numerous administrative orders to close or suspend the operation of the plant. Residents think that international and national legislation is violated (laws "On Environmental Protection" and "On Ecological Expertise" and sanitary rules). The working commission found out that before 2010 the company constructed the plant without approvals and there was no ecological expertise. But all these breaches were cured by the time of the inspection," said Oleg Domshenko.
As MP noted the volume of foreign investments into the project is $200 million. "Supposedly the construction of the plant will be finished by 2012. It is planned that its revenue will exceed $ 30.000. Besides, the around 2 thousand of Kyrgyzstanis will be recruited plant with a salary of KGS 15 thousands," said Oleg Domshenko.
According to him, the commission doesn't see any grounds to stop construction of the oil refinery. "Local authorities have to explain the people all issues regarding to the project. At the same time the company's management must not continue to tolerate further violations during the construction," added Domshenko.
