A special site will be built in Azerbaijan for amateurs of fast and extreme driving. In this regard, a draft has been already prepared and approved, Voluntary Military-Patriotic, Sport-Technical Society told Trend.

At this moment, preparatory work to construct a site on the place of Aviation Center in Baku village Guzdek destroyed by the Soviet Army, Voluntary Military-Patriotic, Sport-Technical Society spokesman Vahid Gardashli said.
He said that repair work in the area was postponed in connection with the financial crisis.
"There are a lot of unexploded mines on the territory of the center. The company appealed to the agency ANAMA to demine the site. After clearing, repair work will begin," Gardashli said.

Voluntary Military-Patriotic, Sport-Technical Society Republican Council chairman, Major Novruzali Orujev voiced the initiative to build sites for motorists.

Gardashli said that amateurs of quick and extreme driving endanger the lives of citizens by demonstrating their abilities on the roads of the city. In this regard, a decision was made to build a special site. It will be possible to organize competitions there.

Experts think that these measures will help to reduce the number of car accidents on the roads.

Traffic police officers punished 1,942 auto-hooligans last month.
Expert Mahmoud Hajiyev thinks allocation of special places for amateurs of fast driving reasonable.

Increasing of penalties in the Code on administrative violations has not given the desired effect in the combat violations of traffic rules, Hajiyev told Trend.

Motor-clubs worked in the Soviet period. Sites for car enthusiasts operated. One can attract auto-hooligans by establishing similar clubs and sites. Sepcial roads have been allotted in foreign countries for this purpose," he added.

The expert noted that the sites must be built outside the city not to interfere the population, not to violate public order.

"Earlier, motordrome has been functioning. Competitions on the Motorcycle have been held there. Why not organize competitions in racing?", the expert said.
Hajiyev said that construction sites will help to reduce the number of traffic violators.

It is necessary to create conditions for the manifestation of abilities of young people, skillfully driving a car at high speed, Elkhan Mammadov, Azerbaijan Auto Sport Federation president told Trend.

According to him, in connection with this appeal was sent to various authorities.

Mammadov doesn't exclude the possibility of holding international auto competitions in Azerbaijan in the future and fans of quick and extreme driving can be attracted for participation in these competitions.
According to him, there are a lot of a lot of women on the country's roads among the fans of high speed.

Inspector of the Khatai District Traffic Police Department, police Lieutenant-Colonel Vagif Asadov also considers it necessary to build auto stadiums for young people.

"Auto-hooliganism" envisages punishment under Article 296-1 of the Code on Administrative Violations and it is necessary to allocate special sites for amateurs to prevent its spread and minimize the number of accidents on the country's roads. Holding competitions under the supervision of specialists is possible in these areas, Asadov told Trend.

Combating auto-hooliganism on the roads is held on the administrative order, quite large fines are imposed, Head of Public Relations Department of Chief State Traffic Police Department of the Republic Kamran Aliyev told Trend.

"Auto-hooligan, who is arrested for the first time, deprived of the driver's license for one year and pay a fine ranging from 400 to 600 manat, or subjected to ten-day administrative detention. If he commits a violation again within a year, he loses his driver's license for one to two years and pays a fine worth 600 to 800 manat, or subjected to administrative detention for 15 days,",Aliyev said.

According to him, within a year 600 drivers were made administratively responsible. This is mainly young people aged 18 to 22 years, many of them consider driving at high speed entertainment or sport.

Auto-hooliganism is a premeditated action expressed by the constant violation of traffic rules in different ways, disregard to society, exponential disturbance of the population and the rules of social behaviour of the car drivers.

According to Aliyev, special cites should be built for the competitions, the holding of which will be approved if any organization, deciding questions of security, will assume responsibility for their organization.

Building special sites may be not fully eradicate auto-hooliganism, but will help reduce the number of violations on the roads, Aliyev said.
