MP: Azerbaijan has no need to create single organization on adoptions

Azerbaijan has no need to create a single organization coordinating the issues of national and international adoptions, deputy chairman of the Social Policy Committee of the Azerbaijani Parliament, MP Musa Guliyev said.

Azerbaijani Ombudsman Elmira Suleymanova made an initiative to create a single organization to coordinate the issues of national and international adoptions. The Ombudsman made a proposal to improve the national legislation on the subject.

Guliyev said that Azerbaijan has no problems with adoption. This process is carried out in accordance with all legal requirements.

"There is no need to create a new organization in this area or transfer these powers to any other organization," Guliyev said.

The right to adoption in Azerbaijan is provided by the courts on the basis of lists provided by the Ministry of Health regarding the children under three, and on the basis of lists provided by the Ministry of Education regarding the children from 3 to 18.

Azerbaijani children are adopted by foreign citizens on the basis of the agreement with the State Committee for Family, Women and Children.

Guliyev said that if these powers are transferred to a single organization, all the comments of the organizations must be taken into account while adopting the children.

"The mechanism of adoptions in Azerbaijan operates normally. There is no need to replace it, " Guliyev said.

MP said that creating of a single organization in this area is not included in the power of the legislative body. The Cabinet of Ministers' order is required for this.

The Head of the Intercountry Adoption Sector under the State Committee for Family, Women and Children Vasila Mohsumova supports the initiative of the Ombudsman.

She said that the initiative can be discussed in the future.
