Procurement organizations should first develop, approve and timely post on the portal a procurement plan in line with the law, Head of the public procurement department of the State Service for Antimonopoly Policy and Consumer Market Supervision under the Azerbaijani Ministry of Economy, Ahmad Hasanov, told Trend.
"For this purpose, buyers are advised to plan their work that they will implement during the year within state projects. Otherwise, they should arrange work taking into account the timing of the procedure, depending on the procurement method, in order to timely deliver and sell goods, works and services required for daily use," said the head.
"It is necessary to focus on the fact that the requirements for the procurement subject must be prepared with accuracy by the relevant or attracted experts, as well as the criteria and coefficients of these requirements in the aggregate of the main conditions of tenders must be correctly formulated. Therefore, the procuring entities provide more detailed information, which creates an idea of the procurement subject, and thus the relevant entity obtains tenders among entrepreneurs with more suitable potential," Hasanov noted.
Hasanov also noted that any specific characteristics, requirements or drawings for the procurement subject should be based on objective technical and qualitative indicators.
"Any symbols and terms that prevent or restrict the participation of entrepreneurs in procurement procedures, including those that discriminate on grounds of nationality, shouldn’t be included in the set of basic conditions of tenders and shouldn’t be used. Thus, it is prohibited to apply criteria leading to the restriction of equal competitive conditions in tenders," added the head.
