National Bank of Azerbaijan establishes centralized information system on mass payments

Azerbaijan, Baku, Dec. 22 /corr. Trend N.Ismaylova / Azerbaijani state structures signed an agreement to conduct operations within the centralized information system on the mass payments (KOMIS), the National Bank of Azerbaijan said on Dec. 22.

The agreement was signed by the NBA, member banks of the system of clearing accounts on mass payments (XOHKS), processing card center, enterprises of mass services and Azerpocht State Enterprise.

The agreement envisages ensuring possibility of obtaining information on the debts of subscribers on mass payments and conduct payment through any payment mechanism (cash, plastic card, through Internet banking and others) of via creation of online subscriber base.

National bank is owner and operator of KOMIS and must set up the united online subscriber base, based on the united code for mass service enterprises. Also it must ensure the regular operation of system 24 hours a day, including holidays and day offs.

The processing card center is in charge of connecting appropriate telecommunication network for conducting the exchange of information, creating appropriate interface for realizing payments through plastic cards through the ATM and POS-terminals.

Banks and Azerpocht also had to be connected to this telecommunication network, and also create telecommunication and technical equipment corresponding to requirements of the system
