Uzbekistan will abolish most off-budget funds in the near future, the draft of the Concept for improving the system of public finances, presented by the Finance Ministry of Uzbekistan, said.
The draft proposes to close the Irrigated Lands Reclamation Fund, the Republican Road Fund, the Fund for Development of the Material and Technical Base of Educational and Medical Institutions, the Pure Drinking Water Fund and other inefficient funds. They will be replaced by program methods of financing infrastructure and investment projects.
The off-budget funds of 36 ministries and departments, with total budget amounting to 1.5 percent of GDP, as well as social and infrastructure projects financed by international financial institutions in the amount of 2 percent of GDP, are not currently reflected in the consolidated state budget.
Earlier, Director of the Center for Economic Development in Uzbekistan Yuly Yusupov spoke against the practice of creating special funds for financing various social and economic tasks in the conversation with Trend.
