Kazakhstan eyes to make contract-based oil supplies to Belarus

Kazakhstan plans to conclude an agreement on the supply of oil and oil products to Belarus, and the draft agreement between the governments of the two countries was published by the country's Ministry of Energy for public consultations, Trend reports referring to the Ministry of Energy of Kazakhstan.

According to the draft, cooperation between the countries in the supply of energy resources is based on the protection of mutual interests and shouldn’t harm the interests of each of the states.

At the same time, the draft stressed that the raw materials supplied from Kazakhstan to Belarus are intended only to meet the needs of the domestic market with a certain stipulation.

"The goods produced from oil supplied from the Republic of Kazakhstan to Belarus in accordance with this agreement aren't subject to export outside Belarus, with the exception of the export of fuel oil, calcined and uncalcined petroleum coke produced by Mozyr Oil Refinery OJSC and Naftan OJSC,” said the draft. “If the Kazakh side establishes the facts of violation by Belarus of its obligations, Minsk and Nur-Sultan within one calendar month will try to clarify all the issues through negotiations and consultations".

As the draft pointed out, at the same time, if the parties don’t reach an agreement on the revealed facts of violations, the Kazakh side reserves the right to suspend the supply of oil and oil products to Belarus.

It’s planned that the national operators of railways and main pipelines of Belarus and Kazakhstan will deal with the supply of oil and oil products. The agreement, if signed by the parties, may be valid until the end of 2024.
