Kazakhstan will develop a unified regional development program, Finance Minister Bolat Zhamishev said at the joint session of parliament's chambers, Prime-Minsiter's web site reported.

"The Regional Development Ministry is working on the optimization. It is planned to develop the unified state regional development program, which will unite seven sectoral programs," Zhamishev said.

He noted that, in the framework of the concept on improving the state planning system, it is supposed to examine the ongoing government and industrial programs, and then unite or cancel them.

According to the Minister, this approach will minimize the duplication of items of expenditures and define more clearly the target indicators and program effectiveness indicators.

Moreover, the concept of the new fiscal policy envisages gradual modernization of the whole system of inter-budgetary relations.

The new concept envisages increase of the regional development budget and separation of spheres invested by national and local budgets. This measure will allow the regional heads to determine which projects are the most priority for funding taking into account the specifics of the region and reduce the volume of targeted transfers allocated from the national budget.
