Uzbekistan’s state-owned companies banned from conducting public procurement without tender

BAKU, Azerbaijan, July 5

Trend:

The Uzbek president signed a resolution "On additional measures to ensure transparency and improve the efficiency of public procurement" on July 2, Trend reports referring to the Uzbek media.

In accordance with the document, corporate buyers among state-owned companies are required to post announcements about procurement procedures and information on the results of public procurement on a special website and in the media since July 5.

The current procedures for conducting public procurement directly or without tenders, determined individually in accordance with the decisions of the president and the government, are also canceled for them.

Corporate buyers are as follows:

• Navoi MMC JSC;

• Navoiyuran company;

• Uzbekneftegaz JSC;

• "Uzmetcombinat" JSC;

• "Uzkimyosanoat" JSC;

• Navoiazot JSC;

• Farg'onaazot JSC;

• Regional Electric Networks JSC;

• Uzbekistan Railways JSC;

• "Hududgazta’minot" JSC;

• "Thermal Power Plants" JSC;

• "Uzbekistan Airways" JSC;

• National Power Grid of Uzbekistan JSC;

• Almalyk Mining and Metallurgical Complex JSC;

• "Uzbektelecom" JSC;

• "Uztransgaz" JSC;

• "Uzavtosanoat" JSC;

• O’zbekgidroenergo JSC;

• "Uzbekkumir" JSC;

• "Uzbekistan Airports" JSC;

• "Uzbekgeofizika" JSC;

• "Uzvtorcvetmet" JSC;

• “Davlat belgisi” State Unitary Enterprise;

State Committee for Geology and Mineral Resources,

"Geoltehtaminot" state enterprise.

There are also budget customers in the list of those whose public procurement process will be monitored in a special order:

• Ministry of Health;

• Ministry of Water Resources;

• Ministry of Public Education;

• Ministry of Housing and Communal Services;

• Ministry of Preschool Education;

• Ministry of Higher and Secondary Specialized Education;

• Committee for Roads.

The Commission for Ensuring the Open and Transparent Implementation of Public Procurement, headed by Prime Minister Abdulla Aripov was established upon the document.

Moreover, the Commission was instructed to conduct an inventory of contracts of corporate and budget customers worth more than $1 million, including import contracts within a month and take measures to optimize them.

The Commission will also systematically control the open and transparent process of public procurement.
