The International Energy Organization INOGATE assists partner countries in attracting investment into energy sector, ENPI Info Center reported reported with the reference to Simone Rave, Head of Sector for Energy and Economic Cooperation at the European Commission's Regional Programmes Neighbourhood East Unit.

"Today, INOGATE is also focussing more on helping partner countries attract investment into the energy sector, especially in clean energy sources," Rave said in interview to ENPI.

According to Rave, in order to help the countries to assess the situation, INOGATE has prepared and will soon publish an Energy Status Report, which will provide a kind of league table as to where the different countries in the region stand on various objective indicators, including the share of renewable energy in their overall energy output.

"As from 2012, the INOGATE Secretariat will produce one umbrella status report covering all the countries plus a status report for each country," she said.

Rave said that the programme covers a broad range of issues such as harmonisation of standards, gas losses and leakages, energy efficiency in the building sector, sustainable energy.

"Without harmonised standards and rules, the market won't be well integrated which is one of the preconditions to improve the access to energy while assuring affordable market prices, she said. The advantage of INOGATE is that it involves producer countries, transit countries and energy-dependent countries, which allows a meaningful debate on how to effectively contribute to the security of supply of the region."

INOGATE is an EU-funded programme promoting international energy co-operation between the European Union and the Partner Countries of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Ukraine and Uzbekistan. It works to support the EU policy frameworks of the Baku Initiative, the Eastern Partnership - Energy Security Platform and the Energy Community.
