Azerbaijan is preparing a statutory act governing the recruitment to the municipalities by a competitive method. Transition to this method of employment will be carried out in 2013, head of the Centre for Municipal Affairs under the Ministry of Justice Mehdi Salimzade said on Thursday.
The Centre is also preparing the rules of ethical behaviour for municipal employees, Salimzade said. He noted that both the documents are essential for the transparency of the municipalities in the future.
According to the National Plan of Action against Corruption for 2012-2015, the recruitment to the municipalities will be conducted on a competitive and transparent basis.
