BAKU, Azerbaijan, October 18. The European Bank for Reconstruction and Development (EBRD) may support the project of the construction of Combined Cycle Gas Turbines (CCGT) with the capacity of 600 MW at the Almaty - TPP-2 in Kazakhstan, Chairman of the Board of Samruk Kazyna Sovereign Wealth Fund Almassadam Satkaliyev said during a governmental meeting, Trend reports citing Kazakh government.

He noted that EBRD has already pre-approved financing and this month an open tender will be held in line with standards of the EBRD.

The project for the construction of CCGT with the capacity of 450 MW at the Almaty TPP-3 is planned to be implemented through the mechanism of auctions for the construction of maneuverable generation, which are expected to be held in December this year.

Following the project of construction of CCGT with the capacity of 250 MW at Almaty TTP-1, Samruk-Kazyna Fund, together with the Ministry of Energy of Kazakhstan, is developing a mechanism for implementation and financing.

The Fund is working on the issue of building a gas infrastructure for projects in order to successfully implement gas supply for projects of the Almaty energy complex on time.

At the CCGT in the Turkestan region, the development of a feasibility study for the project has begun.

In addition, in order to provide the energy system of Kazakhstan with flexible capacities, the Fund is considering the construction of another CCGT unit with a capacity of 900 MW in the Southern region.

As part of the project for the reconstruction of cable networks in Almaty city and Almaty region, construction and installation work has begun. At the same time, according to Satkaliyev, together with the Ministry of Energy of Kazakhstan, it's necessary to resolve the following issues as soon as possible:

  • increase in the limit under Investment agreements and the maximum tariff in the electric power market;
  • introduction of a balancing electricity market;
  • ending the practice of cross subsidizing costs between electricity and heat generation;
  • ensuring planned supplies of electrical energy from neighboring states.

"The energy industry is the basis for the development of the economy. The key task for Kazakhstan is to ensure energy security and accelerate the development of the industry to cover the needs of the economy," he said.
